Setting:
The planet is Earth, a planet very similar to the real one. On this planet, there are animals that we have in the real world, that don't speak English back to us. Then there's the Sonic cast: They are bipedal, and able to speak as though they were humans.
Then, there are the bizarre elements of the series. There is a set of seven gems called Chaos Emeralds which turn thoughts into power. Those chosen can transform (read: shift fur color and gain a tremendous aura of light) into what is a Super form. Rings need constant collecting to support this form; but if you do, you are pretty much invincible. Those that wield "Chaos Control" can warp you to the area you are thinking of while you say the two words. Like the Super form, the people who can do it are usually select main characters.
Rings are what you need to "stay alive" in the games. Golden rings, bigger than the ones you'd wear on your finger, are your ticket to life. You can't pick up every ring you've lost when you get damaged. You can try to keep picking up the same rings, though. While in the games, rings exist during game-play; cut-scenes tend to forget about them. It's hard to explain. Currency is apparently a second use for them, charging rings instead of dollars and coins.
Many, if not all the characters, have ridiculously impossible abilities with them. For example, Sonic, the main character, can run up to the speed of sound. This is mildly confusing compared to others, like a two-tailed fox that can actually spin his tails together to fly, without the trouble of them being tangled up in each other. A cat with pyrokinesis (control over fire), an echidna which can punch through metal, and a hedgehog that can actually levitate himself and other objects by concentrating on them with his mind are only a few.
The main villain, Doctor Robotnik (or nicknamed Eggman)'s goal: to build his empire, a place called Eggmanland (no, seriously). It really isn't elaborated on, but from what you could gather from the games, he wanted everyone to worship him and follow under his command; his law reinforced by his robots. Which... The reason isn't even explained. You could speculate that he had good intentions but was doing it wrong.
The way he used to power his robots was by imprisoning small animals inside of his robots as a power source. A living battery. The last time he did this in a game was several years ago, however. Sonic seeks to stop his tyranny, and the capturing of his little animal friends didn't help. Eggman's built many robots, but Metal is the oldest one that is still functioning; Metal is Eggman's right-hand robot. In many of the games, before you square-off with Eggman, you had to face him.
Metal had spent most of his existence being his creator, Dr. Robotnik's servant. It wasn't hard to guess that his purpose was to compete with Sonic. His first time seeing Sonic was when he'd captured one of his admirers, Amy Rose, to lure him to her rescue. In order to get Amy back to safety, Sonic had to race Metal across the long track that was Stardust Speedway Zone. As the real hedgehog finished the race first, the door closed on Metal as he was about to pursue him. The robot couldn't stop, and he collided with the door, leaving him ultimately trashed; though he did get more than a second chance afterward. As his master went on with his plan, Sonic foiled it; freeing all the little animals inside of his robots, and relieving the world of its mechanical prison. This left Robotnik to go back to finding another way to get what he wanted.
Metal Sonic followed in much more of his creator's plans as time went on. Robotnik had noticed an island that rose from the sea called Carnival Island. On it, he discovered a mysterious ring. The ring's inscriptions told of other rings that were supposedly infused with energy of the Chaos Emeralds. He worked to build himself a base on the island; and then some trespassers, Knuckles and a group called the Chaotix, arrived. It was harder for him to power his evil devices with the group there.
After an unsuccessful attack by Metal chasing down the team, he landed at Robotnik's feet, damaged and literally blowing smoke. In a last effort, he decided to use a Chaos Ring, which Robotnik converted into a "Dark Ring," on Metal, changing his appearance vastly. If you failed to collect all the Chaos Rings before fighting Metal you got the bad ending; which featured the robot still in his menacing new form, hovering over a city covered by flames. This implied Robotnik had gotten the last ring and won; if not, the Rings got destroyed to never be used for evil again.
He showed up at the end of a fighting tournament Sonic's friends had organized, to see who was worthy of taking down both Dr. Robotnik and Metal. The next time he raced Sonic was in a Grand Prix, with other robotic duplicates of Sonic's friends: Metal Knuckles and Tails Doll, who were only used for that occasion. He had made several more appearances before a huge change in plans.
After a few years (estimated) of losing to the one he's supposed to mirror, he grew tired of it; resorting to locking up his master on his own battleship to finally off Sonic himself, since he wasn't capable. This was after he'd been upgraded to speak, among other things. He snuck around with shape shifting powers from the god, Chaos, using them to look like his creator. He put this form to use by periodically stalling the protagonists and leading them to blaming the wrong person for an evil plan, thus leaving Metal himself unseen. All the while, he absorbed data from several lifeforms to make himself stronger; all of this was for, of course, finally proving he could defeat Sonic as he meant to.
Metal had shown himself to the heroes who were intending to stop Dr. Robotnik (who called himself Eggman by then, go figure), before blowing up part of the flagship he was on to transform into what looked like a metallic dragon (most people assume it has to do with his data being from Chaos, whose Perfect form resembled a dragon). Three teams of three held off the robot and attacked him so Sonic could use the Chaos Emeralds to do his own transformation into Super Sonic. After awhile, Metal changed his form once more to have wings. With them, the hulking monstrosity flew off into the clouds. Sonic eyed Tails and Knuckles, and after transforming, Super Sonic lent some of his powers to the two; enveloping them in just as golden shields before rushing off to finally face Metal.
After a long fight with the robot, Metal groaned in pain before sinking down to the flagship, and was barely above the clouds before yelling out desperately that he was the "ultimate overlord" and "I am the REAL Sonic!" He reverted to his original form asking Sonic why he couldn't defeat him; not really getting an answer. Sonic insisted he could challenge him to a rematch at any time. Metal powered down, sitting there on the ship before Shadow and Omega advanced; the latter picking him up. It was never said why or what happened to him.
Dr. Eggman reprogrammed Metal with obedience again; though I'd like to think he still remembers Heroes's events. When he was next seen, he worked for Eggman Nega, who was actually disguised as the original Eggman. Metal raced Sonic twice and guarded Nega from the four protagonists (Sonic, Silver, Knuckles, and Shadow), but otherwise wasn't mentioned in the story. Metal is in the game following it, being guided by the real Eggman, who used him as a communicator, as Metal cannot speak himself. Once again the fake Eggman was the real villain in this; wanting to use the power of a beast called the "Ifrit" to destroy the world, using the Chaos Emeralds to open a portal to it.
Metal sought out Shadow, and they set aside their differences to put a stop to it together. Eventually, Nega gets 6 of the 7 emeralds and opens a portal somehow; the two following him to a ruined city of flame and destruction. Shadow intercepted Nega himself while Metal faced a black and yellow copy of himself, dubbed "Metal Sonic 3.0." The two try to close the portal so the Ifrit doesn't escape; but it awakened, as Metal detected. The two then fight the Ifrit; proving victorious but with no way out of the ruined world. The robot turned silent, proceeding to rip the last Chaos Emerald out of the turbine in his chest violently, holding it out to Shadow. The story ended by Shadow using Chaos Control to warp them both back to their home dimension.
Personality:
Being unable to speak, it was hard to place Metal's personality. Even back in Sonic CD, before Sonic raced him, Metal posed with his arms crossed, staring towards Sonic before imitating the hedgehog's own index finger wagging pose. He'd tap his foot and generally seem impatient before the race started. The show of mimicking his poses seemed to show some of Sonic's attitude in the robot. It isn't said in the game canon, but in the OVA movie, it's shown Metal was literally made from Sonic's life data, therefore having his personality. He wasn't made from his data in the games, but Metal does show traits of his personality without it.
Before the rebellion he pulled off, Metal didn't hesitate to follow Eggman's orders. In the spin-off Mario & Sonic games, Metal would seem to gloat and act up when he got first place in an event. Even in second place, he would flick his head to the side; not seeming satisfied. The robot is efficient, and disliked being second to anyone, especially Sonic.
When he received his upgrade and design in Heroes, it's revealed that he thought himself superior to living things and other robots. This was probably part of why he back-stabbed his creator hoping to build an empire of robots. The human was incompetent; unable to run the show himself, in his eyes. This seemed like Sonic's own love for freedom; in contrast to the robot being held down by Eggman. He fought Super Sonic along with Tails and Knuckles, and during this fight he kept insisting he was the real Sonic. At the same time, he refered to Sonic as his copy, and seemed to know that he was a copy at the same time. Metal generally acted insane during this; it's debatable that the Chaos data messed with his AI.
Not only is his metallic face always in a glaring appearance, his attitude is cold and aggressive on a mission. Seeing as he went rogue on his creator, he may just want to use people as stepping-stones. It seems as though Metal will go through a lot if it means he gets to prove himself better than Sonic. This robot is a massive downer, and chatting is not something that comes naturally to a machine created to destroy, so awkwardness and misunderstandings can ensue. He has no qualms with harming others to get what he wants, though the only person he'd want dead is Sonic the Hedgehog.
Though now he's obedient to his master, Metal may still be wanting to betray him. In Sonic Free Riders, he does act up, going past Eggman's orders and taking the data he wanted for himself. Perhaps he wants to wait until the right moment comes to try again...
Abilities, Weaknesses, and Power Limitation Suggestions:
Abilities: Metal can reach the same speed as his carbon counterpart, Sonic, using the engine inside of his chest. The yellow turbine spins, and generates a burst of flame behind him as he uses it. A less-seen ability is utilizing an amount of his power to create and fire a laser out of the same turbine he uses to fly. Apparently, he's also waterproof.
Maximum Overdrive - In Sonic CD, Metal was able to use some of his own power to make an electrical shield around himself and charge at Sonic. If used, Metal would slow down for a bit to recharge what he just used up, short-circuiting visibly.
Black Shield - is an ability he has to protect himself. He curls his body into a ball as a black spinning diamond shield appears and grows around him, the interior of it being a purple-ish color. He absolutely can't move while he uses it. If he used it in Singularity, it'd die down after a few seconds.
Weaknesses: Calling him Sonic or a copy of him will get him angry, possibly enough to get him off focus. He's also bound by the Doctor's orders, but this can be both good or bad.
